Fixed Double Scroll For Categories

When configured number of categories go beyond 15, the Category menu shows double scroll. In this particular case, I had configured 17 categories. In order to choose category 16 and category 17, you have to scroll the second bar down ...

I tried to configure 20 categories as well, it seems it will always leave the last two categories out, so in that case, category 18 and 19 won't be seen unless you scroll down the second bar.

But if you only configure up to 15 categories, you won't be able to see the double scroll problem.
