Request Post X Amount Of Images Before Viewing Full Gallery

I have a question is there any way at all this can be implemented. I am even prepared to pay for custom development okay?
Permissions to use gallery - users must post at least x images before viewing the FULL gallery?

I tried, but of course when you limit the gallery viewing - you cannot upload.
I would really like to implement a way of only showing the gallery after x amount of images have been uploaded. Did try also using user promotions but of course, again, you can't upload to the gallery if you can't see it.

Again I am happy to pay for this, as it's something I need urgently.

Even better - add permission;
Can view gallery - yes
can view content of others - no

Then I can use the promotions to do so, so these members can upload and create albums and once done, the gallery will open.
